Jeffrey Emanuel 644ea0329f build: stop pinning jobs in the repo cargo config ...

A repo .cargo/config.toml outranks ~/.cargo/config.toml, so `jobs = -1`
("all cores minus one") silently overrode every host default. On a
128-thread build host that is 127 parallel rustc, each forking a ~1GB
rust-lld. The identical pattern in mcp_agent_mail_rust wedged trj for
hours on 2026-08-28: 202GB of linkers, RAM and swap exhausted, load 3094.

Let the host decide via CARGO_BUILD_JOBS (which outranks every config
file) or its own ~/.cargo/config.toml.
