Make analytics incident mining obey a strict outer wall-clock guard and preserve truthful partial accounting when its read-only worker cannot return in time. Tighten exact conversation replay, provenance normalization, semantic-signal classification, and redaction-focused E2E coverage.

Also restore the all-target clippy gate for adjacent already-landed diagnostics, daemon, guide, metric, and capsule work uncovered by the final verification pass. (coding_agent_session_search-uojcg.10.3)
