Outer optimization loop for marketplace skills, adapting the 'observer skill' pattern to a key-less GitHub Actions + Claude managed agent flow. - scripts/skill_rubric_grade.py: deterministic, token-free triage grader that scores every skill against a structural rubric (frontmatter, description clarity/trigger cues, examples, body depth), penalizes deprecated model IDs and absolute paths, and optionally folds in SkillSpector SARIF findings. Emits a ranked shortlist, markdown report, and GitHub Action outputs. - .github/workflows/skill-improvement-loop.yml: manual workflow that runs the cheap triage in CI (no API key) and hands the shortlist to a Claude managed agent via a GitHub issue, which drives research -> improve -> review -> draft PR. - cli-tool/components/loops/engineering/skill-improvement-loop.md: marketplace loop component documenting the full pattern with baked-in exit criteria. Catalog (docs/components.json) regeneration deferred to the maintainers' update-json-data job to avoid noisy download-count churn in this PR.
