Claude cfa38f3324 Merge main into loops branch; fix cubic review issues

Resolve docs/components.json conflict by regenerating the catalog from the
merged component tree (18 loops + main's new skills).

Address cubic AI review:
- P1: fix parseLoopReferencedComponents — the `split(...,1).length > 1`
  guard was always false, so loop referenced components were never parsed
  and auto-install never ran. Simplified to slice the value directly.
- P2: add the cli-tool/ prefix to the loop path in .claude/rules/cli-tool.md
- P2: add a LOOPS validation section to the component-reviewer agent
  (required/recommended fields, components-ref resolution, guardrails)
