Victor Kuznetsov 7ca2dd8e79 fix(skills): fix three bugs in unblock-pr and triage-flaky-test (#49) 
- pup detection: check exit code instead of JSON parse (pup --version
  outputs plain text, not JSON)
- pipeline_id: use ^\d+-\d+$ regex instead of "contains a dash" to
  avoid matching UUID-format pipeline IDs
- triage-flaky-test delegation: explicitly pass test name and repo
  when invoking triage-flaky-test from unblock-pr STEP 5
