F6: an emptied or partially-lost skills tree can no longer pass as '0 files checked, all references resolve' — the gate now asserts the same >=44-skills floor as the portability gate and >0 markdown files. F8: CRLF line endings are normalized before matching, so Windows checkouts neither false-fail on frontmatter fences nor slip past link detection. Both proven by fault injection (.agent/evidence/verification-evidence.md).
