* chore: merge root AGENTS.md into apps/ui/AGENTS.md

- Merged aria-label vs sr-only preference guidance
- Added icon sizing guidance for components without built-in sizing
- Added InputGroupAddon DOM order requirement
- Removed duplicate Select Components guidance (already in apps/ui)
- Deleted root AGENTS.md file
