cx-saga[bot] 7f774bc00e Remove verify_console_urls.py dev script now that it's served its purpose ...

Per review feedback (#3706392197): the manual live-team verification
script under scripts/verify_console_urls/ was a development aid used
to surface and confirm the console-link bugs fixed in this PR (the
eu1 domain fix and the empty-list stderr/json disagreement fix). It's
never invoked by cx itself, CI, or any release process, so remove the
script, its README, and its fixtures now that it's done its job, and
drop the now-dead link to it from docs/configuration.md.
