Markus Ecker e202fc1e1c feat(runtime): gate fetchRunHistory behind valid CopilotCloud key ...

Add isValidCopilotCloudKey to @copilotkitnext/shared and require a
valid ck_pub_ key in headers before importing external run history
in the in-memory and SQLite runners. Also forward headers from
handle-run to the runner via AgentRunnerRunRequest.
