Tyler Slaton 0e27a9ed94 fix: add vercel.json for saas-dynamic-dashboards deployment ...

The saas-dynamic-dashboards project is excluded from the pnpm workspace
(!examples/v1/_legacy) but Vercel detects Nx and runs pnpm install from
the monorepo root. This means the frontend's local node_modules never
gets populated, causing "No Next.js version detected" build failures.

Adding a vercel.json that overrides the install command to run locally
in the frontend directory, and pins pnpm@10.13.1 to match the monorepo.
