Model B, §b stage 1 / §e / Phases 1 & 5 of the starter-row-group spec.

showcase_build.yml: add detect-starter-changes + build-starters jobs that
build each of the 12 starters from examples/integrations/<slug>/Dockerfile
(the single-image deployable) via Depot with --platform linux/amd64 and push
ghcr.io/copilotkit/starter-<slug>:latest + :<sha>. The starter- prefix is
disjoint from showcase-* so S2 harness discovery (namePrefix "starter-")
stays clean. Self-contained matrix (no shared-module copy) decoupled from the
showcase build/aggregate/redeploy chain; triggered on push:main for
examples/integrations/** and via workflow_dispatch starter-<slug>/all. No
Railway provisioning (that is the gated S5).

test_smoke-starter.yml: drop the 6h schedule cron — the live dashboard signal
moves to the harness probing deployed Railway services, and the harness alert
path carries the scheduled-failure Slack signal. Keep the examples/
integrations/** pull_request build-sanity gate and its offline aimock smoke
run unchanged.
