Benjamin Taylor 0e397dc55d fix(showcase): do not fail a pull request for prod's promote state
The drift check failed its own pull request. Correct by its own rules -- prod was
3+ days behind -- and wrong for the trigger: prod's promote state has nothing to
do with an author's change, so the red check is one they cannot clear. A check
like that gets overridden rather than acted on, and then the daily run that does
matter is trusted less.

Pull requests now run --report-only. The report still prints, and the budget
failure stays on the schedule and manual dispatch, where someone owns acting on
it. Report-only drops the budget alone: an unreadable or unresolvable commit
label still fails, because on a pull request touching this script that is the
regression worth catching.
