PR #4449 removed the eval tier system while unaware #4448 had just
merged. Restoring orchestrator, matrix, scope, config, GHA workflow,
and CLI wiring with all 8 CR fixes intact.
Add eval-tiers.json defining three evaluation tiers (Gold Standard,
Key Partners, Full Matrix) with fail-fast on tier 1. Add gitignore
entries for .eval-results/ and .eval-baseline.json local artifacts.
Add */src/data/*.json patterns to showcase/.gitignore for all 4 shell
apps. Remove 11 tracked JSON blobs (~28K lines of generated content)
that were causing constant git noise from embedded timestamps and
leaking into PRs on every build/dev run.
Every build path (Docker, CI, npm run build, npm run dev) regenerates
these files — they never needed to be committed.
