Tim Beyer 9affddc4ef fix(release): write npmrc to home dir and skip release commits ...

The tracked .npmrc was being overwritten, dirtying the working dir.
Write auth token to $HOME/.npmrc instead. Also skip chore(release):
commits to prevent infinite workflow loops.
