Sushmithamallesh 17ab595bd0 docs: remove deprecated fern documentation system 
Migration to Fumadocs is complete. Remove the fern/ directory and all
related configuration: deprecated CI workflows, gitignore rules,
CODEOWNERS entry, and references in CLAUDE.md, README.md, context7.json,
and pyproject.toml.

jkomyno a5fa8a1470 feat(cli): add TerminalUI service with Clack prompts for beautiful CLI output 
Replace plain Console.log output across all CLI commands with structured
terminal UI using @clack/prompts via a new TerminalUI Effect service.

- Create TerminalUI service (intro/outro, log.*, note, withSpinner, makeSpinner)
- TerminalUILive wraps @clack/prompts for production (spinners, styled logs)
- TerminalUITest routes through MockConsole for deterministic test assertions
- Migrate all 7 commands: version, whoami, logout, login, generate, ts/py generate, upgrade
- Add spinners for long-running operations (API fetches, login polling, download)
- Add intro/outro framing for multi-step commands (login, generate, upgrade)
- Remove ansis dependency, consolidate on picocolors

jkomyno 78309e8d25 chore: add Effect-TS/effect submodule and update agent docs 
Add a git submodule reference to Effect-TS/effect at ts/vendor/effect
so AI coding agents have a local copy of the Effect source code to
reference when generating CLI code.

- Add submodule tracking main branch at ts/vendor/effect/
- Add "Effect.ts Reference Source" section to root CLAUDE.md
- Create Cursor rule for Effect source patterns in CLI package
- Enable submodule checkout in claude.yml GitHub Actions workflow
