* fix(app-router): restore hash anchors on history traversal

App Router hash-only entries can be pushed without saved vinext scroll state while vinext has browser scroll restoration set to manual. On forward traversal, the URL moves back to the fragment but the browser no longer performs native anchor scrolling, so the page can remain at the top.

Restore saved numeric scroll state first, then fall back to Next-compatible hash target scrolling when no vinext scroll state exists. The regression test drives a hash-only Link entry through back and forward traversal.
