Chris Banes ce527cf136 Add OpenCode plugin support (#21) ...

## Summary
- Add an OpenCode plugin entry point that registers this repo's skills
and injects tiny routing guidance.
- Add OpenCode install docs and README instructions.
- Include root package metadata in release validation, tests, and
workflow version bumps.
