agent 858987fdbc refactor: extract the request-bound selector capture seam

Behaviour-neutral prerequisite for the get/is/wait ADR 0019 units. No
descriptor changes platform execution: find stays legacy, because find focus
and find type still reach the device through dispatchCommand and those are
Wave 5 surfaces.

- admitAndBindSnapshotCapture is now the one admit-then-bind path for every
  request-bound snapshot capture (snapshot, diff, and the selector family).
- resolveBoundSelectorCapture / createBoundSelectorRuntime are the selector
  family's entry, returning a bound-operations record so a later unit can add
  its own operation without reshaping the seam.
- CaptureSnapshotInput gains an optional per-capture signal, composed through
  captureSnapshotSignal, so a polling consumer can enforce its poll deadline.
- buildRuntimeCaptureInput moves to one shared module.
- handlers/find.ts splits into focused target-capture and match-resolution
  concepts as a pure refactor.
