Sarath Suresh 8e4818b382 Fix test issues flagged by cubic: CI guard and assertion strength ...

- Add module-level pytestmark skip to prevent external-site tests from
  being collected and run in CI (P1)
- Replace weak error substring check (`or ''` + specific string match)
  with direct `assert result.error is None` to catch any error, not
  just the one specific message (P2)
