Saurav Panda bd509ba8a4 Remove dead cloud_evals workflow ...

The trigger_cloud_eval_image_build job has failed with 401 Bad credentials
on every push to main since early May (~126 consecutive failures) because
TRIGGER_CLOUD_BUILD_GH_KEY is expired/revoked, and nobody noticed — the
downstream browser-use/cloud dispatch is no longer needed.
