fix: use is_new_tab_page() instead of manual about:blank check

- Replace manual page.url == ''about:blank'' check with is_new_tab_page() function
- This ensures consistent handling of all new tab page variations (about:blank, chrome://new-tab-page, etc.)
- Improves maintainability by centralizing new tab page detection logic
