- Remove phantom e2e-install-test.sh reference and --skip-e2e-install flag
- Add validate.sh to athena, grafana-platform-dashboard, push skills
- Create docs/TESTING.md umbrella testing guide
- Create docs/CI-CD.md CI architecture document
- Add README.md to 6 test subdirectories
- Add 17 BATS unit tests for lib/hook-helpers.sh functions
- Wire orphaned tests into runners (run-all.sh + validate.yml)

Spec Consistency Tests

Tests for the scripts/spec-consistency-gate.sh validation gate. Exercises each failure mode using temporary fixture directories to ensure that skill specs, schemas, and contracts remain internally consistent across the repository. The test harness uses a pass/fail accumulator pattern and the fixtures/ directory for controlled test scenarios.
