Bo 3f4b67be49 feat(cli): add reconciliation report (#550 )

## Summary
- add `ao reconcile` for a read-only git/GitHub release/beads/.agents
decision report
- emit both human and `--json` output with ranked findings and next
actions
- anchor external checks at the git root and disable bd Dolt auto-start
for this read-only scan
- update generated CLI docs and JSON flag consistency coverage

CLI Tests

Validates broad ao CLI contracts: JSON output for the committed machine-output set and executable help smoke coverage for every generated leaf command. The leaf smoke test parses cli/docs/COMMANDS.md and runs ao <leaf> --help for each leaf command, catching registration gaps that reference-only parity checks can miss.
