Bo 0cf626ce96 test(archcheck): behavioral coverage for semantic production gate

Add RED-provable behavioral tests for the semantic-production-gate paths in
cli/internal/archcheck/semantic.go, each pairing a crafted-BAD input (asserting
the SPECIFIC rejection message) with a happy-path GOOD input so the tests prove
the checks discriminate, not merely fail. semantic.go is unchanged (tests only).
