Boden Fuller 7f9fa6a41f fix(ci): update flag allowlist and goals contract for GOALS.md migration 
Add --global and --promote to skill-only flag allowlist (learn skill).
Update context-window-contract to support GOALS.md alongside legacy
GOALS.yaml, checking mission statement and numbered directives.

Boden Fuller e9b2a59f2e evolve: cycle 1 — fix 4 failing goals (wiring, telemetry, security, smoke) 
- Wire check-opencode-live.sh and check-pillar-coverage.sh into GOALS.yaml
- Add log-telemetry.sh reference to evolve SKILL.md for telemetry-coverage
- Extract security-gate and doc-release-gate jobs in release workflow
- Fix context-window contract to auto-heal stale progress.json

28/28 goals now passing (was 20/26).
