Terry Kerr 1cc84e2668 fix: respect XDG Base Directory Specification of ~/.local/bin (#195) ...

As per https://specifications.freedesktop.org/basedir/latest/#variables

> User-specific executable files may be stored in $HOME/.local/bin.

There is no env var for users to set to change this behaviour, and
$XDG_DATA_HOME isn't a reasonable place to put them.
