Nihal kumar 009aab4ea8 feat: Add repo scaffold with agent-plugin-for-aws plugin (#1) 
Standalone plugin marketplace for AWS agent plugins supporting Claude
Code, Codex, and Kiro. Includes the agent-plugin-for-aws plugin with
find-aws-skills and deploy skills, aws-mcp server connection, validation
tooling, CI workflows, and standard open-source files.

All checks pass: markdown lint (0 errors), manifest validation, gitleaks
(no leaks).
