Step 2 ("Detect framework") is phrased as a universal step in the
router's top-level flow, which reads as if detecting a framework always
means loading references/framework-{framework}/index.md. Step 4's
feature:mfa block deliberately omits that load (MFA presupposes an
existing login), unlike feature:organizations which opts in explicitly.

Observed effect: agents running the android_mfa eval loaded
framework-android/index.md anyway despite feature:mfa's Step 4 block
not asking for it, pulling in ~1800 lines of unrelated integration/
migration guidance alongside the MFA reference.
