Austin Griffith c3c40362eb fix: align Glamsterdam scope, forkcast URLs, and Verkle status across skill docs 
- why/SKILL.md: Glamsterdam headliners are ePBS (EIP-7732) + Block Access Lists (EIP-7928); FOCIL was removed from scope
- SKILL.md index: same Glamsterdam fix + FOCIL removal + Verkle nuance
- protocol/SKILL.md: forkcast.xyz → forkcast.org (repo-wide consistency)
