patrikbraborec c5f9628e05 Fix validation to skip commands-only plugins ...

Updated marketplace.json validation to skip plugins that don't have
a "skills" property (e.g., commands-only plugins). This fixes the CI
error where apify-actor-commands plugin was incorrectly flagged for
missing SKILL.md.
