Kristiyan Kostadinov c836bcc693 fix(forms): add utility to assert that value is a field tree

Adds the `isFieldTree` utility that allows users to assert whether a value is a field tree. This is something that has come up on Material recently and will be useful for users as well.

Fixes #69984.

`public-api/`

This directory contains all of the public api goldens for our npm packages we publish to NPM. These are tested on all PRs and commits as part of our bazel tests.

To check or update the public api goldens, run one of the following commands:

pnpm public-api:check
pnpm public-api:update
