`Resource.error` used to return `unknown`. Now it's `Error | undefined`.
For non-`Error` types they are encapsulated with the `Error` type.

This commit exposes the experimental enableProfiling() API that
enables Angular integration with the Chrome DevTools performance
panel. Previously this integration was exposed on the ng. namespace
only but there are legitimate cases where developers might want to
expose the integration earlier (ex.: bootstrap profiling).

Our intention was to remove TestBed.flushEffects() in Angular v20
as it was a developer preview API that doesn't need to follow our
deprecation policy. It turned out, though, that the angular.dev
documentation wasn't displaying the @developerPreview annotation
properly so some of the developers might have been unaware of the
non-stable nature of this API.
This commits re-introduces the TestBed.flushEffects() API. This
API call will delegate to TestBed.tick().

In declaration-only emission mode, the compiler extracts the type
declarations (.d.ts) files without full type-checking, which is possible
with sufficient type annotations on exports that can be ensured by the
`isolatedDeclarations` TS compiler option.
This allows us to decouple type declaration emission from the actual
full compilation doing the type-checking, thereby removing the
edge between dependent TS files in the build action graph. In other
words, the compilation of a TS file no longer indirectly depends on the
compilation of all the TS files it imports through its dependency on
their type declarations, because the type declarations themselves no
longer depend on the compilation of their associated TS file.
Without the coupling between type declaration emission and compilation,
compilation time of a TS project is no longer bound dependent on the
depth of the TS dependency tree as we can now build the entire project
with just two entirely parallel phases: 1) emit the type declarations of
all TS files in parallel and 2) compile all TS files in parallel.
Since the Angular compiler adds static metadata fields to components,
directives, modules, pipes and services based on their respective class
annotations, it needs to actively partake in the type declaration
emission in order to provide the types for these static fields in the
declaration.
In this change, we add experimental support for a declaration-only
emission mode based on the local compilation mode, which already
operates without type-checking and access to external type information,
i.e. the same environment as is required for declaration-only emisssion.
Apart from the same restrictions applied in local compilation mode,
there are a few more restrictions imposed on code being compatible with
this initial and experimental implementation:
* No support for `@NgModule`s using external references.
* No support for `hostDirectives` in `@Component`s and `@Directive`s
using external references
* No support for `@Input` annotations with `transform`.

Return types for exported functions from the router package have now been
added. This provides preparation for the inclusion of additional linting
rules which will eventually enforce the presence of return types for
functions. It also improves readability and type correctness within the
code.

As part of the Bazel toolchain migration we noticed that implicit types
generated by the TypeScript compiler sometimes end up referencing types
from other packages (i.e. cross-package imports).
These imports currently work just because the Bazel `ts_library` and
`ng_module` rules automatically inserted a `<amd-module
name="@angular/x" />` into `.d.ts` of packages. This helped TS figure
out how to import a given file. Notably this is custom logic that is not
occuring in vanilla TS or Angular compilations—so we will drop this
magic as part of the toolchain cleanup!
To improve code quality and keep the existing behavior working, we are
doing the following:
- adding a lint rule that reduces the risk of such imports breaking. The
failure scenario without the rule is that API goldens show unexpected
diffs, and types might be duplicated in a different package!
- keeping the `<amd-module` headers, but we manually insert them into
the package entry-points. This should ensure we don't regress
anywhere; while we also improved general safety around this above.
Long-term, isolated declarations or a lint rule from eslint-typescript
can make this even more robust.

This commit updates the method of setting the href attribute on
`RouterLink` to use built in host binding rather than custom attribute
setting and sanitization. The advantage here would be automatic handling
of the sanitization and avoiding of writing the same value to the DOM
that we had before.
This change does mean that we _always_ write to the href attribute where
before we only wrote to it when the elemnt was known to support `href`.
That said, the implementation attempts to retain behavior that is as
close as possible: the original value of `href` is used and never updated.

This commit introduces the `TestBed.tick()` method that,
similarly to the `ApplicationRef.tick()`, synchronizes state
with the DOM. It can be used in unit tests to mimic framework's
logic executed in production applications. The `TestBed.tick()`
should be used instead of the removed `TestBed.flushEffects()`.

This commit deprecates `ng-reflect-*` attributes and updates the runtime to stop producing them by default. Please refactor application and test code to avoid relying on `ng-reflect-*` attributes.
To enable a more seamless upgrade to v20, we've added the `provideNgReflectAttributes()` function (can be imported from the `@angular/core` package), which enables the mode in which Angular would be producing those attribites (in dev mode only). Adds support for asynchronous redirects in the router, allowing redirect logic to be resolved dynamically (e.g., via API or async function). This enhances routing flexibility and supports more complex navigation scenarios.

Instead of stabilizing the TestBed.flushEffects() API we intend to
replace it with the tick() method (equivalent of ApplicationRef.tick().
The reasoning here is that we prefer tests running the entire
synchronization process (as in production apps) instead of invoking
parts of the synchronization process in a way that would naver happen
in a running application.

Only require a readonly array as input for router commands instead of a writable array. Router itself does not need writable access to the array of commands. If router requires a writable array somebody on the outside would have to spread a readonly array to a new writable array. We can avoid this by just require what route actually needs.

This commit adds a provider that installs listeners on the browser
window to forward unhandled promise rejections and uncaught errors to
the `ErrorHandler`. This is useful for both ZoneJS and Zoneless
applications. For apps using ZoneJS, errors can reach the window when
they happen outside the Angular Zone. For Zoneless apps, any errors not
explicitly caught by the framework can reach the window. Without this
provider, these errors would otherwise not be reported to
`ErrorHandler`.
We will/should consider adding this provider to apps by default in the
cli. In addition, it should be mentioned in the (to be created)
documentation page on error handling in Angular.

With the changes in #59573, `resource` can now define a `stream` rather than a `loader`.
In the same PR, `rxResource` was updated to leverage this new functionality to handle multiple responses from the underlying observable,
rather than just the first one as it was previously.
This commit renames the `loader` option of `rxResource` into `stream` to be better aligned with its new behavior.
The previous version is temporarily kept and marked as deprecated to help migrating the current usage.
