Only require a readonly array as input for router commands instead of a writable array. Router itself does not need writable access to the array of commands. If router requires a writable array somebody on the outside would have to spread a readonly array to a new writable array. We can avoid this by just require what route actually needs.

This moves the commit step to the start of the process and releases after merging it. This has two key benefits:
1. The commit history now reflects the actual release (ex. any DevTools commits before the release commit are actually included in that release). Previously the changes in a release were dictated by the release PR branch, which is an ephemeral target. Other PRs may be merged to `main` before the release PR, and those changes would not be included in that DevTools release.
2. We can now compute a changelog based on this more accurate history.
The downside to this change is that release PRs are now blocking releases in a way they weren't before (which is likely desirable in the grand scheme of things), meaning we need to be more diligent about merging them in a timely manner.
I added a short script for listing DevTools commits since the last release, taking advantage of the more accurate commit history. This should make changelog generation a lot easier, even if there's still a manual process of rewriting the commit message into a line item in release notes.
Also made a few minor cleanup changes such as escaping the markdown in the suggested reviewer note so it can be more easily copy-pasted from the rendered format of this doc.

This commit adds a provider that installs listeners on the browser
window to forward unhandled promise rejections and uncaught errors to
the `ErrorHandler`. This is useful for both ZoneJS and Zoneless
applications. For apps using ZoneJS, errors can reach the window when
they happen outside the Angular Zone. For Zoneless apps, any errors not
explicitly caught by the framework can reach the window. Without this
provider, these errors would otherwise not be reported to
`ErrorHandler`.
We will/should consider adding this provider to apps by default in the
cli. In addition, it should be mentioned in the (to be created)
documentation page on error handling in Angular.

This commit adds type inference tests for `linkedSignal` usages, to capture their behavior w.r.t.
type inference. Note that there's some situations where type inference doesn't work as you might
expect/hope; these have been included to capture their behavior but may be revisited in the future

Currently, highlighting works only when a directive explorer node is hovered. The change enables this feature on node selection as well.

Restructures the examples build rules so that all examples are exposed
through a single file group in adev/src/content/examples.
Also adds a separate filegroup in the same location for just the
embeddable examples and adds it to the APPLICATION_FILES for the docs
app.
This uncovered the fact that some of our examples have broken
non-compiling code. I've excluded these ones from being embeddable for
now, until the breakages can be addressed

Restores the ability to have example components rendered alongside the
code. This functionality was broken a while back by #53511.
To enable the embedded preview for an example, add `preview` and
`path=adev/src/content/expamples/component/to/render.ts` attributes to
the `<docs-code>` or `<docs-code-multifile>` tag.
Tested with one of the accessibility examples and it seems to work now.

This adjusts code to use `NavigationTrigger` type where appropriate and
moves the `isPublicRouterEvent` next to the private event type union to
make it more obvious that it should be updated along with any updates to
the private type union.

The inject tool inserts `const foo = this.foo` if code
in the constructor referenced the constructor parameter `foo`.
If `foo` is a readonly property, we can instead replace `foo` with
`this.foo`. This allows more properties to be moved out of the
constructor with combineMemberInitializers.
For now, it only touches initializers, not all of the code in the
constructor.

This is a follow-up to the recent devtools linking change, leveraging
the dedicated package that we are also using in the components
repository; avoiding future duplication.
The latest version of that package contains a fix for an issue where
the linked bundles did not rewrite imports to shared chunks.

Since APF can contain shared chunks, where e.g. `eetemplate` lives, the
`coreHasSymbol` check is no longer reliable. Right now it even prevents
the version range check (that is reliably working) from running because
we detect a `index.d.ts` file but simply don't find the requested
symbol in there (we don't expand exports via type checker).

This commit attempts to finally fix the long-standing first-party
package linking issue with the rather tricky `rules_nodejs` toolchain.
I've verified that no version of e.g. `@angular/core` ends up in the
Bazel sandbox. This is achieved by also filtering transitive Angular
deps for first-party linked packages. e.g. `@angular/docs`.
In addition, `@angular/docs` accidentally ended up bundling parts of
Angular core because it relied on an entry-point that was not part of
the "well known externals". As part of the ongoing `ng_package`
update/rewrite, we should look into disabling bundling of ANY external
dependency/module. This is possible because we use relative imports
inside APF packages as of recently!
This commit should allow us to develop and continue new compiler
features, without having to temporarily (or longer) disable all
`angular.dev` unit tests!
