Back when we fixed the pullapprove verify command and our config to
properly include dot-prefixed files, we accidentally started matching
the pullapprove file in the dev-infra group.
This commit fixes this so that dev-infra is not triggered for basic
code owner config changes.

The JS size-tracking logic has been moved into the dev-infra repository
and the rule has been updated to work better with Bazel labels. The
Starlark target is updated accordingly in this commit.

Removes the Renovate changes group as the respective code-owners. i.e.
dev-infra or docs-infra should be responsible for reviewing changes.
The caretaker does not necessarily have context when e.g. Jasmine
should be updated or not/ if this needs coordination with other parts
of the organization etc.
Also updates are not always trivial, see recent updates for Angular
(involing size updates, CLI commands fixups etc.) and e.g. Karma-Jasmine
requiring debugging of ZoneJS.
The Renovate group is also not easy to keep now that we use a custom
robot account that doesn't necessarily only do Renovate..
(we could check the branch name -- but I believe the group can just be
removed)

We recently changed our pullapprove config to work with hidden
directories. As part of that, we accidentally invalidated some
other pattern parameters due to inconsistency in Pullapprove.
e.g. contains any globs uses wcmatch, while `files.exclude` and
`files.include` uses `fnmatch`. The current fnmatch patterns are
actual wcmatch glob patterns and need to be adjusted for `fnmatch`.
As part of this fix (which ensures groups are more correct again),
this commit also cleans up some unused `file.exclude` in the `fw-common`
group (likely due to a copy-paste mistake).

The CLI autocompletion doc added in https://github.com/angular/angular-cli/pull/23146 includes a demo GIF, but AIO currently has no infrastructure to pull assets like images from the CLI repository, so this demo needs to be stored directly in AIO on this repository.

The "set-document-title" guide was in place to direct developers to the
`Title` service for managing page titles. Managing the title is now
available in the `Router` package and is much easier. This change
deletes the old guide and redirects it to the section in the router
guide about setting the page title.

Currently that group has just 2 reviewers, but we often update the files that belong to that group during the deprecation period. Adding more people would allow to balance the reviews better.

Add dev-infra global approver support and change global approval management to be done via
overrides. By using overrides to determine global approval status, we can safely ignore
the concept of global approval in all of the other group management.
