We keep getting PRs that target single usages of `hasOwnProperty` and we have ~100 of them. These changes aim to address the issue centrally by swapping out all the instances and adding a lint rule against introducing new ones.
Change direct deps in bazel targets and import specifiers within files to maintain strict deps requirements ahead of enabling strict deps tests in the repo

* Adjusts tests to no longer rely on CommonJS features. Switches them to
ESM
* Updates test initialization files to not double-initialize Jasmine now
that bootstrap files are loaded after Jasmine. The `jasmine.boot`
setup was hacky from `rules_nodejs` and will break in the future
regardless if we e.g. use `rules_js` with actual unmodified `jasmine`.

Add back the zone.js externs file test for google closure compiler.
The test compiles a test program with and without `zone_externs`.
1. With `zone_externs`, the code should keep the APIs defined in the `zone_externs`.
2. Without `zone_externs`, the code will not keep these APIs.
