Remove the obsolete @types/babel__core dependency from packages/compiler-cli and packages/localize. This dependency is no longer needed as Babel v8 ships with its own built-in TypeScript definitions.
Update the minimum supported Node.js versions for v22 and v24. Specifically, the minimum supported version for Node.js v22 is bumped to v22.22.3, and for v24 it is bumped to v24.15.0. This ensures compatibility with newer runtime versions and coordinates ranges across monorepo packages.
Updates the supported Node.js engine versions to include Node.js 26.
This allows running the CLI on Node.js 26.0.0 and above while continuing to support active LTS versions.
This commit updates the minimum supported Node.js versions. Node.js v20 support is dropped, and the minimum version for Node.js v22 is bumped to v22.22.0, and for v24 it is bumped to v24.13.1.

Node.js v18 will reach End-of-Life on April 30, 2025, and will no longer be supported in Angular v20.

Usage of the `fast-glob` package has been replaced with the `tinyglobby` package. The change reduces the number of transitive dependencies related to these packages from 17 to 2 while also maintaining equivalent functionality. This was also changed in the Angular CLI packages.

We have removed the `esm2022` directory from the generated package, as it was unused and contributed 7.7 MB to `@angular/core`. The `ng_package` rule still passes `esm2022` to the packager to perform `analyzeFileAndEnsureNoCrossImports`.

`@babel/core` package is already used and imported in the locations that previously
used the other babel packages, an overall reduction in both imports and dependencies
is possible. Six babel related packages were able to be removed from the root `package.json`
and one (also present in the aforementioned six) was removed as a dependency from the
`@angular/localize` package. Unfortunately, the functionality used from the `@babel/generator`
package is not provided by `@babel/core` and is still present. Further refactoring may
allow its removal as well in the future.

Updates the repo to support TypeScript 5.3 and resolve any issues. Fixes include:
* Updating usages of TS compiler APIs to match their new signatures.
* In TS 5.3 negative numbers are represented as `PrefixUnaryExpression` instead of `NumericExpression`. These changes update all usages to account for it since passing a negative number into the old APIs results in a runtime error.
