Previously, `parseCookieValue` did not strip enclosing double quotes (`DQUOTE`) from quoted cookie values as specified in RFC 6265 Section 4.1.1. In addition, malformed percent-encoding in cookie values caused an unhandled `URIError` when calling `decodeURIComponent`.
Previously, the XSRF interceptor only added the XSRF token to requests with relative URLs.
This commit updates the interceptor to also add the token to requests with absolute URLs, provided they match the current origin.
The XSRF interceptor previously failed to detect protocol-relative URLs (starting with `//`) as absolute URLs. This allowed requests to such URLs to include the XSRF token, potentially leaking it to external domains.
This change updates the interceptor to correctly identify protocol-relative URLs as absolute and exclude them from receiving the XSRF token.
Replaces `PLATFORM_ID` checks with `ngServerMode` within the `HttpXsrfCookieExtractor`. It is not part of the public API, and thus this change should not affect consumers who may have called the constructor directly.

A lot of our tests are wrapped in `{}` which serves no purpose, aside from increasing the nesting level and, in some cases, causing confusion. The braces appear to be a leftover from a time when all tests were wrapped in a `function main() {}`. The function declaration was removed in #21053, but the braces remained, presumably because it was easier to search&replace for `function main()`, but not to remove the braces at the same time.

@angular/common/http has XSRF protection which is enabled by default and is
implemented as an interceptor. Previously, this protection could be disabled
with an API which would internally provide a `NoopInterceptor` in place of
the standard XSRF interceptor.
To achieve the same capability of disabling the XSRF interceptor after it is
converted to the functional style, an InjectionToken is added in this commit
which disables the XSRF interceptor. This way, the interceptor can be
disabled in place without needing to override it via DI (which is difficult
for functional interceptors).

In combination with the TS `noImplicitOverride` compatibility changes,
we also want to follow the best-practice of adding `override` to
members which are implemented as part of abstract classes. This
commit fixes all instances which will be flagged as part of the
custom `no-implicit-override-abstract` TSLint rule.
