Derek Cormier 0d8f87407f build(bazel): use git toolchain for dgeni build 
Now using a toolchain from dev-infra that provides the
path to git in a template var.

Pete Bacon Darwin e4028ae5c4 build(docs-infra): compute previous version list (#39689) 
Previously we hand coded the list of previous major versions
that are displayed in the left navigation.

Now these are generated from the tags in GitHub.
