There is quite some trickery going on with the adev build related to
local packages:
- Adev builds using npm packages from `/node_modules`
- At runtime, we are adding `HEAD` packages for e.g. `@angular/core` to
the bundles.
- At build time, the CLI, or Angular devkit may accidentally resolve to
`@angular/core` from `/node_modules/`— which is the core version from
npm, transitively installed via `@angular/docs`.
This causes a version mismatch, leading to issues like:

This commit attempts to fix this by:
- Linking all Angular `HEAD` packages into `adev/node_modules`. The
current logic attempts to link into `/node_modules`, but this does not
override existing `@angular/core`!
- Linking all direct external NPM packages, like
`@angular_devkit/build-angular` into `adev/node_modules` without their
transitive deps. This allows proper resolution of e.g. compiler as
node looks in `adev/node_modules` first, and falls back for the rest
to the execroot `node_modules`, or symlink target destination (if
`preserveSymlinks=false`).
Note: This is still not 100% ideal because a direct external NPM
dependency may have a transitive dependency that has another transitive
dependency on `@angular/core`. In those cases, the may be a conflict
that is not resolvable until we switch to a Bazel toolchain with better
first party resolution support.

This commit reorganizes the Angular code a bit, and moves signals into a
newly defined `@angular/core/primitives` location. This will be used inside
g3 to allow non-Angular targets to depend on the signals core without
incurring a dependency on the whole framework.

`provideLazyLoadedAnimations()` returns providers which allow the lazy loading of the animation module.
Lazy loading of the animation code can shave off up to 16KB gzipped of the main bundle.

The piece that we still rely on for our own infrastructure will be moved to angular/dev-infra.

In order to test components and services which depend on router navigations, such as `ActivatedRoute` instances, tests currently need to provide a fair bit of boilerplate _or_ they can set up a stub for `ActivatedRoute` and list it in the `providers` to override it in `TestBed`. This approach of stubbing the `ActivatedRoute` creates a situation that can easily cause the test to break. The stub often only mocks out the dependencies that the component/service _currently_ needs. This dependencies might change over time and break the test in an unexpected way. In addition, it is difficult to get the structure of `ActivatedRoute` exactly correct.
This change will allow unit tests to quickly set up routes, trigger real navigations in the Router, and get instances of component's to test along with real instances of `ActivatedRoute`. This all comes without needing to know that the component depends on `ActivatedRoute` at all. This becomes more important when considering that a component may be refactored in the future to use `@Input` rather than access data on the `ActivatedRoute` instance (see #18967). Tests which mock out `ActivatedRoute` would all break, but those which use `navigateForTest` would continue to work without needing any updates.
