fix router segment name parsing to allow segements to container an unscaped = character. Currently if you have a url like /some-site/folder=/some-file then then middle segment "folder=" will stop parsing at the = sign and register that part of the path as just "folder"

When navigating in the Router, the current approach does the redirects
and the creation of the `RouterStateSnapshot` in two separate steps
(applyRedirects and recognize). These two steps duplicate the route
matching logic, resulting in user code on routes being executing twice
(custom `UrlMatcher` and `canMatch` guards). This also duplicates the
complex matching logic in two places, which increases the bundle size
and maintenance burden.
This commit combines the `applyRedirects` and `recognize` steps into a
single matching algorithm.

v16 will have a breaking change to the way `UrlTree`s are constructed.
This change is actually a bug fix that makes `UrlTree` creation correct
in more scenarios (see #48508). However, this can affect applications that are
relying on the current incorrect behavior. This commit adds a dev mode
warning when the target of a navigation will change once #48508 is
submitted.

The `UrlTree` is a fundamental concept in the router's API design.
Generally speaking, a `UrlTree` would be constructed via things like
`Router.createUrlTree` or `UrlSerializer#parse`. The second example here
is the core reason to make the constructor public, regardless of how
develpers generally create a `UrlTree` in an application.
Applications can provide their own `UrlSerializer` and may want to implement their
own `parse` method. This means they would also need to create a
`UrlTree` but would not be able to do so effectively because the
constructor is marked `@internal`.
In addition, the `UrlTree` constructor only has 3 parameters, all of
which are already public. There's nothing "special" about it other than
the potential desire to push developers to use other methods for
constructing a `UrlTree` (i.e. `Router.createUrlTree`).

the Router injectables to be `providedIn: 'root'` along with factory

This exposes a new function from the router public API that allows
developers to create a `UrlTree` from _any_ `ActivatedRouteSnapshot`.
The current Router APIs only support creating a `UrlTree` from an
`ActivatedRoute` which is both active _and_ materially appears in the
`UrlTree` (it cannot be an empty path named outlet). This is because the
implementation of the current way of creating a `UrlTree` attempts to
look up the `UrlSegment` of the `ActivatedRoute` in the currently active
`UrlTree` of the router. When this doesn't work, the `UrlTree` creation
fails.
Note that this API does not replace the current one. That would actually be a
breaking change but should be done at some point in the future (v15). That is,
`router.navigate` should call this new function. At that point, we can
remove `_lastPathIndex`, `_urlSegment`, and `_correctedPathIndex` from
the `ActivatedRoute`, along with all of the logic associated with
determining what those should be. In addition, this would unblock a fix
for #26081 because the `applyRedirects` and `recognize` operations
could be combined into one. Overall, this would simplify logic in the router
and reduce code size. It also exposes core routing capabilities as a helper function
which were previously private API, which is a necessary step towards #42953.
As a stress test for this new function, it _was_ swapped in as the
default for `UrlTree` creation in #45859 and tested internally. The
results indicate that this function behaves correctly.

regardless of the `relativeLinkResolution` value. Then, if the
`relativeLinkResolution` is set to `legacy` and differs from the correct
value, a warning is printed to the console in dev mode.
This change is meant to assist in notifying developers that they have
code which relies on the deprecated, broken behavior so they can fix and
update the code before the `relativeLinkResolution` option is fully
removed.

BREAKING CHANGE: The default url serializer would previously drop
everything after and including a question mark in query parameters. That
is, for a navigation to `/path?q=hello?&other=123`, the query
params would be parsed to just `{q: 'hello'}`. This is
incorrect because the URI spec allows for question mark characers in
query data. This change will now correctly parse the params for the
above example to be `{v: 'hello?', other: '123'}`.

ActivatedRoute.fragment was typed as Observable<string> but could emit
both null and undefined due to incorrect non-null assertion. These
non-null assertions have been removed and fragment has been retyped to
string | null.
BREAKING CHANGE:
Strict null checks will report on fragment potentially being null.

This commit adds more configurability to the `Router#isActive` method
and `RouterLinkActive#routerLinkActiveOptions`.
It allows tuning individual match options for query params and the url
tree, which were either both partial or both exact matches in the past.
Additionally, it also allows matching against the fragment and matrix
parameters.

The `applyRedirects` and `recognize` algorithms have the same overall goal:
match a `UrlTree` with the application's `Routes` config. There are a
few key functions in these algorithms which can be shared rather than
duplicated between the two. This also makes it easier to see how the two
are similar and where they diverge.

For URLs that use auxiliary route outlets in the second or following path segments,
when removing the auxiliary route segment, parenthesis remain for the primary outlet segment.
This causes the following error when trying to reload an URL: "Cannot match any route".
The commit adds a check for this scenario, serializing the URL as "a/b" instead of "a/(b)".

With these changes, the types are a little stricter now and also not
compatible with Protractor's jasmine-like syntax. So, we have to also
use `@types/jasminewd2` for e2e tests (but not for non-e2e tests).
I also had to "augment" `@types/jasminewd2`, because the latest
typings from [DefinitelyTyped][1] do not reflect the fact that the
`jasminewd2` version (v2.1.0) currently used by Protractor supports
passing a `done` callback to a spec.

All errors for existing fields have been detected and suppressed with a
`!` assertion.
Issue/24571 is tracking proper clean up of those instances.
One-line change required in ivy/compilation.ts, because it appears that
the new syntax causes tsickle emitted node to no longer track their
original sourceFiles.
