This commit ensures components in the route config predictably always
get their providers from the hierarchy available to routes rather than
sometimes being dependent on where they are inserted.

BREAKING CHANGE: Providers available to the routed components always
come from the injector heirarchy of the routes and never inherit from
the `RouterOutlet`. This means that providers available only to the
component that defines the `RouterOutlet` will no longer be available to
route components in any circumstances. This was already the case
whenever routes defined providers, either through lazy loading an
`NgModule` or through explicit `providers` on the route config.

`RouterOutlet` components can initialize _during_ change detection (for
example, if they exist in an embedded view). When this happens, data
from the router should be bound immediately to the routed components
rather than not being available until the next round of change
detection. This is mostly just a problem for testing because change
detection is triggered manually. It would be surprising to have to
detect changes _twice_ on the fixture in order to get data bound to the
routed component.

BREAKING CHANGE:
`ComponentFactoryResolver` has been removed from Router APIs.
Component factories are not required to create an instance of a component
dynamically. Passing a factory resolver via resolver argument is no longer needed
and code can instead use `ViewContainerRef.createComponent` without the
factory resolver.

This commit updates the 'name' of `RouterOutlet` to be an `Input` rather
than an attribute. Note that this change does not affect `[attr.name]=`
because those already would not have worked. The static name was only
read in the constructor and if it wasn't available, it would use
'PRIMARY' instead.

BREAKING CHANGE: Previously, the `RouterOutlet` would immediately
instantiate the component being activated during navigation. Now the
component is not instantiated until the change detection runs. This
could affect tests which do not trigger change detection after a router
navigation. In rarer cases, this can affect production code that relies
on the exact timing of component availability.

There can be timing issues with removing an old outlet and creating a
new one to replace it. Before calling `onChildOutletDestroyed`, the
`RouterOutlet` will first check to ensure that it is still the one
registered for that outlet name.

Similarly to the symmetry being strengthened between children and loadChildren,
a new loadComponent property will be introduced as the asynchronous version of component.
This will allow for direct single-component lazy loading:

This option requires that the component being loaded is standalone and
is implemented as a runtime check.
Other notes:
* Components are not loaded until all guards and resolvers complete.
* Loading the component is included in the function passed to the router
preloading strategy
* `RouteConfigLoadStart` and `RouteConfigLoadEnd` events emit at the
start and end of the component loading
* `CanLoad` guards _do not_ apply to `loadComponent`. `canActivate`
should be used instead, just like you would do if it were simply
`component` instead.

DEPRECATED:
The `resolver` argument of the `RouterOutletContract.activateWith` function and the `resolver` field of the `OutletContext` class are deprecated. Passing component factory resolvers are no longer needed. The `ComponentFactoryResolver`-related symbols were deprecated in `@angular/core` package since v13.

The current API for `activateWith` uses the deprecated
`ComponentFactoryResolver`. The replacement for this is to use
`EnvironmentInjector`. That is, instead of

Currently, the only way to specify new providers for a `Route` and the
children is to create a new `NgModule` with those providers and use the
`loadChildren` feature. This is pretty confusing and a wholly indirect
way of accomplishing this task. With this commit, developers will be
able to specify a list of providers directly on the `Route` itself.
These providers will apply the that route and its children.
This feature was inspired by the upcoming standalone components feature.
This ties in there because, as mentioned before, the prior art for lazy
loading configs was to load an `NgModule`. This loaded module contained
new route configs _and_ could specify new providers. Separating those
two concepts, there should be a way to load _just_ some new routes, but
there should also be a way to specify new providers as well (something
you could do in the `NgModule` world and now will be able to do in the
world without any `NgModule` through this feature).

Previously the events of `RouterOutlet` (activate/deactivate) were not fired
when an outlet got attached/detached with `RouteReuseStrategy`. The changes configure
`RouterOutlet` to emit events when an outlet gets attached/detached.

This PR formalizes, documents, and makes public the router outlet contract.
The set of `RouterOutlet` methods used by the `Router` has not changed
in over 4 years, since the introduction of route reuse strategies.
Creation of custom router outlets is already possible and is used by the
Ionic framework
(https://github.com/ionic-team/ionic-framework/blob/master/angular/src/directives/navigation/ion-router-outlet.ts).
There is a small "hack" that is needed to make this work, which is that
outlets must register with `ChildrenOutletContexts`, but it currently
only accepts our `RouterOutlet`.
By exposing the interface the `Router` uses to activate and deactivate
routes through outlets, we allow for developers to more easily and safely
extend the `Router` and have fine-tuned control over navigation and component
activation that fits project requirements.

The `@HostListener` functions and lifecycle hooks aren't intended to be public API but
do need to appear in the `.d.ts` files or type checking will break. Adding the
nodoc annotation will correctly hide this function on the docs site.
Again, note that `@internal` cannot be used because the result would be
that the functions then do not appear in the `.d.ts` files. This would
break lifecycle hooks because the class would be seen as not
implementing the interface correctly. This would also break
`HostListener` because the compiled templates would attempt to call the
`onClick` functions, but those would also not appear in the `d.ts` and
would produce errors like "Property 'onClick' does not exist on type 'RouterLinkWithHref'".
