Andrew Kushnir aedfc75e05 refactor(docs-infra): increase timeout for flaky tests (#51747) 
This commit updates the `jasmine.DEFAULT_TIMEOUT_INTERVAL` value for some AIO tests from 10 -> 20 seconds to give more time to complete processing. This commit also refactors tests to use async/await pattern.

Bob Watson a6d953e145 docs: move tour of heroes tutorial to a subdirectory (#48162) 
This commit prepares the documentation directories for future tutorials organized by directory.

Pete Bacon Darwin b0592c1be6 build(docs-infra): use case-insensitive encoding for content files (#42414) 
To avoid having content files that have the same file path on case-insensitive
file-systems, we now encode the paths to remove uppercase characters.

Peter Bacon Darwin 12452d4ab4 build(aio): increase docs integration test timeouts 
The API docs tests have very variable run times, depending
upon the build environment.
This change doubles their test timeout values to prevent
false-negative failures.

This is to tidy up the `author-packagse`, which currently duplicates a
lot of the configuration in the main packages. We need to
DRY this up so that we don't fall foul of a change in one being missed in
the other.
