Charles Lyding 89d17dc972 build: replace base64-js package with Node.js Buffer usage (#53464)
The `base64-js` package was only used in tests that were run only on
Node.js. On Node.js, `Buffer` is available which can natively perform
base64 conversion. By using `Buffer in these Node.js only tests, the
`base64-js` package can be removed from the repository.

JoostK 77939a3bd3 fix(core): cleanup signal consumers for all views (#53351)
This commit fixes a memory leak where signal consumers would not be cleaned up for
descendant views when a view is destroyed, because the cleanup logic was only invoked
for the view that is itself being destroyed.

Alex Rickabaugh 8f5cbcc845 refactor: move signals code into primitives package (#51986)
This commit reorganizes the Angular code a bit, and moves signals into a
newly defined `@angular/core/primitives` location. This will be used inside
g3 to allow non-Angular targets to depend on the signals core without
incurring a dependency on the whole framework.

Andrew Scott 9b65b84cb9 feat(core): Mark components for check if they read a signal (#49153)
This commit updates the `LView` in Angular to be a `Consumer` of
signals. If a signal is read when executing a template, it marks the
view dirty. In addition, if a signal is read when executing host
bindings, it also marks views dirty.

One interesting thing about signal reads in host bindings
is that they perform a bit better than what we can do with today's
APIs. In order to re-execute host bindings for an `OnPush` component that
might have changed, you would probably inject `ChangeDetectorRef` and call
`markForCheck`. This will mark the _current component_ and parents
dirty. However, host bindings are executed as part of refreshing the
_parent_ so there is really no need to re-execute the current component
if the only thing that changed is the host bindings. When a signal is
read in host bindings, it marks the parent dirty and not the component
that defined the host binding.

Additionally, this commit avoids allocating a full consumer for each
`LView` by re-using a consumer until template execution results in a
signal read. At this point, we assign that consumer to the `LView` and
create a new consumer to "tentatively" use for the future `LView`
template executions.

Paul Gschwendtner c9415e4d75 build: ensure bootstrap transitive runfiles are made available (#48521)
Since we generate a `.mjs` file as entry-point for jasmine tests,
a couple of issues prevented the transitive dependencies from
bootstrap targets to be brought in (causing resolution errors):

1. The `_files` (previously `_esm2015`) targets are no longer needed,
   and they also miss all the information on runfiles.
2. The aspect for computing linker mappings does not respect the
   `bootstrap` attribute from the `spec_entrypoint` so we manually
   add the extract ESM output targets (this rule works with the aspect
   and forwards linker mappings).

Paul Gschwendtner 20551503fa build: replace _es2015 shorthand with more flexible _files suffix (#48521)
For every `ts_library` target we expose a shorthand that grants
access to the JS files because `DefaultInfo` of a ts library
only exposes the `.d.ts` files.

We rename this away from `es2015` since in practice it's a much
higher target these days. Additionally we no longer use the devmode
output but rather use the prodmode output which has the explicit
`.mjs` output- compatible with ESM.

Paul Gschwendtner 807c6a4e10 test: update acceptance core tests to work with es2015 (#44505)
Updates the acceptance core tests to work with ES2015 devmode output.
There were two issues surfacing:

* The NodeJS test execution failed because Domino does not handle
  destructuring syntax properly. This is because `Node.children` is not
  an iterable.

* `forwardRef` does not work with ES2015 and TypeScript's decorator
  downlevel emit. This is a known limitation we work around in Angular
  applications by either compiling tests with the Angular compiler, or
  by running a custom decorator downlevel transform (like in the CLI).

Paul Gschwendtner c46d533b22 build: switch devmode output to es2015 (#44505)
To make our test output i.e. devmode output more aligned
with what we produce in the NPM packages, or to be more
aligned with what Angular applications will usually consume,
the devmode output is switched from ES5 to ES2015.

Additionally various tsconfigs (outside of Bazel) have been
updated to match with the other parts of the build. The rules
are:

ES2015 for test configurations, ES2020 for actual code that will
end up being shipped (this includes the IDE-only tsconfigs).

Alex Rickabaugh bb9ff6003c test: remove view-engine-only tests (#43884)
This commit removes most tests that were designated as only covering View
Engine code. It also removes tag filters from CI and local commands to run
tests.

In a few cases (such as with the packages/compiler tests), this tag was
improperly applied, and certain test cases have been added back running in
Ivy mode.

This commit also empties `@angular/compiler/testing` as it is no longer
necessary (this is safe since compiler packages are not public API). It can
be deleted in the future.

Misko Hevery 702958e968 refactor(core): add debug ranges to LViewDebug with matchers (#38359)
This change provides better typing for the `LView.debug` property which
is intended to be used by humans while debugging the application with
`ngDevMode` turned on.

In addition this chang also adds jasmine matchers for better asserting
that `LView` is in the correct state.

Greg Magolan dcff76e8b9 refactor: handle breaking changes in rules_nodejs 1.0.0 (#34736)
The major one that affects the angular repo is the removal of the bootstrap attribute in nodejs_binary, nodejs_test and jasmine_node_test in favor of using templated_args --node_options=--require=/path/to/script. The side-effect of this is that the bootstrap script does not get the require.resolve patches with explicitly loading the targets _loader.js file.

Paul Gschwendtner 6d3a25d897 ci: run acceptance tests on saucelabs with ivy (#34277)
Currently we only run Saucelabs on PRs using the legacy View Engine
build. Switching that build to Ivy is not trivial and there are various
options:

  1. Updating the R3 switches to use POST_R3 by default. At first glance,
  this doesn't look easy because the current ngtsc switch logic seems to
  be unidirectional (only PRE_R3 to POST_R3).

  2. Updating the legacy setup to run with Ivy. This sounds like the easiest
  solution at first.. but it turns out to be way more complicated. Packages
  would need to be built with ngtsc using legacy tools (i.e. first building
  the compiler-cli; and then building packages) and View Engine only tests
  would need to be determined and filtered out. Basically it will result in
  re-auditing all test targets. This is contradictory to the fact that we have
  this information in Bazel already.

  3. Creating a new job that runs tests on Saucelabs with Bazel. We specify
  fine-grained test targets that should run. This would be a good start
  (e.g. acceptance tests) and also would mean that we do not continue maintaining
  the legacy setup..

This commit implements the third option as it allows us to move forward
with the general Bazel migration. We don't want to spend too much time
on our legacy setup since it will be removed anyway in the future.

This is a breaking change in nodejs rules 0.40.0 as part of the API review & cleanup for the 1.0 release. Their APIs are identical as ts_web_test was just karma_web_test without the config_file attribute.

Pete Bacon Darwin 2bf5606bbe feat(ivy): i18n - reorganize entry-points for better reuse (#32488)
This is a refactoring that moves the source code around to provide a better
platform for adding the compile-time inlining.

1. Move the global side-effect import from the primary entry-point to a
   secondary entry-point @angular/localize/init.

   This has two benefits: first it allows the top level entry-point to
   contain tree-shakable shareable code; second it gives the side-effect
   import more of an "action" oriented name, which indicates that importing
   it does something tangible

2. Move all the source code into the top src folder, and import the localize
   related functions into the localize/init/index.ts entry-point.

   This allows the different parts of the package to share code without
   a proliferation of secondary entry-points (i.e. localize/utils).

3. Avoid publicly exporting any utilities at this time - the only public
   API at this point are the global `$localize` function and the two runtime
   helpers `loadTranslations()` and `clearTranslations()`.
   This does not mean that we will not expose additional helpers for 3rd
   party tooling in the future, but it avoid us preemptively exposing
   something that we might want to change in the near future.

Notes:

It is not possible to have the `$localize` code in the same Bazel package
as the rest of the code. If we did this, then the bundled `@angular/localize/init`
entry-point code contains all of the helper code, even though most of it is not used.

Equally it is not possible to have the `$localize` types (i.e. `LocalizeFn`
and `TranslateFn`) defined in the `@angular/localize/init` entry-point because
these types are needed for the runtime code, which is inside the primary
entry-point. Importing them from `@angular/localize/init` would run the
side-effect.

The solution is to have a Bazel sub-package at `//packages/localize/src/localize`
which contains these types and the `$localize` function implementation.
The primary `//packages/localize` entry-point imports the types without
any side-effect.
The secondary `//packages/localize/init` entry-point imports the `$localize`
function and attaches it to the global scope as a side-effect, without
bringing with it all the other utility functions.

BREAKING CHANGES:

The entry-points have changed:

* To attach the `$localize` function to the global scope import from
`@angular/localize/init`. Previously it was `@angular/localize`.

* To access the `loadTranslations()` and `clearTranslations()` functions,
import from `@angular/localize`. Previously it was `@angular/localize/run_time`.

Paul Gschwendtner 6d861f240b fix(ivy): module with providers are processed too early (#30688)
Currently with Ivy, `ModuleWithProvider` providers are processed in order
of declaration in the `NgModule` imports. This technically makes makes
sense but is a potential breaking change as `ModuleWithProvider` providers
are processed after all imported modules in View Engine.

In order to keep the behavior of View Engine, the `r3_injector` is updated
to no longer process `ModuleWithProvider` providers egarly.

Olivier Combe 5e0f982961 feat(ivy): use i18n locale data to determine the plural form of ICU expressions (#29249)
Plural ICU expressions depend on the locale (different languages have different plural forms). Until now the locale was hard coded as `en-US`.
For compatibility reasons, if you use ivy with AOT and bootstrap your app with `bootstrapModule` then the `LOCALE_ID` token will be set automatically for ivy, which is then used to get the correct plural form.
If you use JIT, you need to define the `LOCALE_ID` provider on the module that you bootstrap.
For `TestBed` you can use either `configureTestingModule` or `overrideProvider` to define that provider.
If you don't use the compat mode and start your app with `renderComponent` you need to call `ɵsetLocaleId` manually to define the `LOCALE_ID` before bootstrap. We expect this to change once we start adding the new i18n APIs, so don't rely on this function (there's a reason why it's a private export).

Paul Gschwendtner a57f3e7bbf test(ivy): move render3 renderer_factory tests to acceptance (#30435)
Moves all manual render3 tests which are located within the
`renderer_factory_spec.ts` file to acceptance tests. A few tests
that use Ivy-specific logic which is not replicable with `TestBed`
remain in the render3 folder (e.g. using `renderTemplate`)

Additionally migrated tests that assert the lifecycles of the
renderer_factory are set to *ivy only* as the lifecycle seems
to be different in Ivy. Tracked with: FW-1320

Ben Lesh cb6ad971c3 test(ivy): add onlyInIvy perf counter expectations (#30339)
We have an issue where we would like to be able to test perf counter metrics in acceptance tests, but we are unable to do so, because it will break when those same tests are run with ViewEngine. This PR adds a testing utility to `onlyInIvy` that allows for testing of performance counters, and even gives readable errors for what value on `ngDevMode` is incorrect. Has typings for decent autocompletion as well.

Kara Erickson 8f15cdbc7c test(ivy): move some local ref tests to use TestBed infrastructure. (#28534)
When we first started writing tests for Ivy, we did not yet have a
compatible compiler. For this reason, we set up the Ivy runtime tests
to run with generated code that we wrote by hand (instead of real code
generated by the compiler).

Now that we have a working Ivy compiler and TestBed infrastructure
that is compatible with Ivy, we should start writing integration
tests that leverage them (no more handwritten generated code!). This
will prevent bugs where the compiler code and runtime code become
out of sync (which is easy if they are tested separately). And
eventually, we should migrate all the existing runtime tests in
"core/test/render3" to TestBed and ngtsc.

To kick off this effort, this commit migrates some existing tests
from "core/test/render3/exports_spec.ts" and saves them in a new file
with the same name in the "core/test/acceptance" folder.
