When using the Angular Router, one of `APP_BASE_HREF` or a `<base>` in
the header must be provided. When _not_ using the `RouterModule`,
injecting the `LocationStrategy` will result in the
`PathLocationStrategy` being provided with a default value used in place
of `APP_BASE_HREF` that is `document?.location?.origin ?? ''`.
It can be quite surprising and annoying that once you add `RouterModule`
to the application, suddenly the `APP_BASE_HREF` must be specifically
provide something new when it could use a sensible default instead.
The current behavior (before this commit) is as follows:
* When `RouterModule` is not provided (or the dev doesn't specifically provide
`PathLocationStrategy`): use `DOCUMENT.location?.origin ?? ''`.
Note that the base href in the dom and `APP_BASE_HREF` are not used.
* When `RouterModule` _is_ provided:
1. APP_BASE_HREF if defined
2. Get base href from DOM
3. throw if neither of the two above are defined
This commit updates this behavior to be aligned regardless of `RouterModule`
usage. The order (by default) is now:
1. Developer provided `APP_BASE_HREF`
2. base href from the DOM
3. `location.origin`
4. If none of the above exist, use `''`
This is slightly different than the behavior before. However, I believe
it is more appropriate. For the case without `RouterModule`, it would
likely be surprising that `APP_BASE_HREF` and the base href from the DOM
are ignored by default. For the case with `RouterModule`, we now have a
more sensible fallback/default when neither `APP_BASE_HREF` nor `<base>`
are defined (instead of just throwing an error).
PR Close#46929
Adds getState to LocationStrategy interface as it suppose to be the place to control all window.location interactions.
BREAKING CHANGE:
Adds new required class member that any implementors of the LocationStrategy will need to satisfy.
Location does not depend on PlatformLocation anymore.

In combination with the TS `noImplicitOverride` compatibility changes,
we also want to follow the best-practice of adding `override` to
members which are implemented as part of abstract classes. This
commit fixes all instances which will be flagged as part of the
custom `no-implicit-override-abstract` TSLint rule.
PR Close#42512
Add new method `historyGo`, that will let
the user navigate to a specific page from session history identified by its
relative position to the current page.
We add some tests to `location_spec.ts` to validate the behavior of the
`historyGo` and `forward` methods.
Add more tests for `location_spec` to test `location.historyGo(0)`, `location.historyGo()`,
`location.historyGo(100)` and `location.historyGo(-100)`. We also add new tests for
`Integration` spec to validate the navigation when we using
`location#historyGo`.
Update the `historyGo` function docs
Note that this was made an optional function in the abstract classes to
avoid a breaking change. Because our location classes use `implements PlatformLocation`
rather than `extends PlatformLocation`, simply adding a default
implementation was not sufficient to make this a non-breaking change.
While we could fix the classes internal to Angular, this would still have been
a breaking change for any external developers who may have followed our
implementations as an example.
PR Close#38890
In the new behavior Angular cleanups `popstate` and `hashchange` event listeners
when the root view gets destroyed, thus event handlers are not added twice
when the application is bootstrapped again.
BREAKING CHANGE:
Methods of the `PlatformLocation` class, namely `onPopState` and `onHashChange`,
used to return `void`. Now those methods return functions that can be called
to remove event handlers.

The documentation is not clear on how the base href and APP_BASE_HREF are used. This commit
should help clarify more complicated use-cases beyond the most common one of just a '/'
