This commit introduces a check plus an associated warning for situations where
the combination of the collection change and the tracking expression resulted
in the entire view structure managed by @for to be re-created.
The check uses the following conditions before raising a warning:
- the entire collection was re-created and there were no other operations (ex.: move);
- views in a collection are considered "expensive" to re-create;
- a developer is using tracking by identity.
The last condition tries to capture cases where changes to immutable data
collections can cause significent performance and / or corectness problems.
Note that this warning might be "overreacting" and report cases where
the collection re-creation is the intended behavior. Still, the assumption is that
most of the time it is undesired.

This commit adds the ability to return `RedirectCommand` from the error
handler provided by `withNavigationErrorHandler`. This will prevent the
error from being surfaced in the `events` observable of the Router and
instead convert the error to a redirect. This allows developers to

This commit updates the internal resolve value of the navigation promise
to use `false` instead of `null` when a navigation is skipped. The
navigation promise type requires `boolean` so the correct resolution to
match the truthy/falsiness of the currently resolved value, `null`, is

This change aligns the stability of `ComponentFixture` with that of
`ApplicationRef`, preventing confusing differences between the two as
more APIs start using the `PendingTasks` that may not be tracked by
`NgZone`.
BREAKING CHANGE: `ComponentFixture.whenStable` now matches the
`ApplicationRef.isStable` observable. Prior to this change, stability
of the fixture did not include everything that was considered in
`ApplicationRef`. `whenStable` of the fixture will now include unfinished
router navigations and unfinished `HttpClient` requests. This will cause
tests that `await` the `whenStable` promise to time out when there are
incomplete requests. To fix this, remove the `whenStable`,
instead wait for another condition, or ensure `HttpTestingController`
mocks responses for all requests. Try adding `HttpTestingController.verify()`
before your `await fixture.whenStable` to identify the open requests.
Also, make sure your tests wait for the stability promise. We found many
examples of tests that did not, meaning the expectations did not execute
within the test body.
In addition, `ComponentFixture.isStable` would synchronously switch to
true in some scenarios but will now always be asynchronous.

API recognition— enforcing that every initializer API *clearly*

This commit improves the API documentation for `input` after
we added support for initializer APIs in angular.dev docs generation.
Changes:
- Rename `ReadT` to `T`. This conceptually makes it easy to talk about
inputs of type `T` if there is no transform involved. The common case.

type that the "transform" needs to handle.
- Improves the "overall" description of the input function so that it
