With the deprecation of the configurable errorHandler in the Router, there is a missing
use-case to prevent the navigation promise from rejecting on an error. This rejection
results in unhandled promise rejections. This commit allows developers to instruct
the router to instead resolve the navigation promise with 'false', which matches
the behavior of other failed navigations.
Resolving the Promise would be the ideal default behavior. It is rare
that any code handles the navigation Promise at all and even more rare
that the Promise rejection is caught. Updating the default value for
this option should be considered for an upcoming major version.

This commit removes deprecated properties on the Router. These are meant
to be configured through DI and not meant to be changed during runtime.
BREAKING CHANGE: The following Router properties have been removed from
the public API:
- canceledNavigationResolution
- paramsInheritanceStrategy
- titleStrategy
- urlUpdateStrategy
- malformedUriErrorHandler
These should instead be configured through the `provideRouter` or
`RouterModule.forRoot` APIs.

Setting the page ID is currently broken for the first page because the
helper method's second parameter is optional, which allowed the initally
`undefined` page ID to be used again when the router performs its
initial navigation.

The `canceledNavigationResolution: 'computed'` option does not correctly
assign page IDs or restore them when redirects result in navigating to
the current URL. This change ensures that the page IDs are still
incremented and restored correctly in this scenario.

This commit adds the `provideLocationMocks()` function that returns mocks for the `Location` and `LocationStrategy` classes. This function can be used in tests to configure an environment where it's possible to fire simulated location events (helpful when testing Router configuration).

This commit creates and exposes the APIs required to use the Angular Router without importing `RouterModule`.
The newly added APIs are tree-shakable and you can add features using special functions rather than using `ExtraOptions` to control the providers via an internal switch in Router code.

This was a mistake and is being corrected in this commit. We should not
encourage changing the properties post-setup (i.e.
`inject(Router).canceledNavigationResolution = 'computed'`). This manner
of configuration makes the options non-tree shakeable because we have to
keep both implementations in case the value changes at runtime.

* Do not emit url pop on Location.go
* Emit a `popstate` event before each `hashchange` to have the same
behavior of the browser.
* Track the url change in the internal history when calling `simulateHashChange`
The changes to the router tests reflect the goals of the test.
Generally when `Location.go` is used to trigger navigations, it is only
relevant for `HashLocationStrategy` and verifying that the Router picks
up changes from manual URL changes. To do this, we convert those calls
to `simulateHashChange` instead.
Manual URL bar changes to the path when not using the `HashLocationStrategy`
would otherwise trigger a full page refresh so they aren't relevant to
these test scenarios which assert correct behavior during the lifetime
of the router.

BREAKING CHANGE:
The behavior of the `SpyLocation` used by the `RouterTestingModule` has changed
to match the behavior of browsers. It no longer emits a 'popstate' event
when `Location.go` is called. In addition, `simulateHashChange` now
triggers _both_ a `hashchange` and a `popstate` event.
Tests which use `location.go` and expect the changes to be picked up by
the `Router` should likely change to `simulateHashChange` instead.
Each test is different in what it attempts to assert so there is no
single change that works for all tests. Each test using the `SpyLocation` to
simulate browser URL changes should be evaluated on a case-by-case basis.
