Clarify the role of dev-dependencies. Dependencies are required for production
ie, execution of an application, whereas devDependencies are required for
developing as well as *building* the application (dev and prod build both)

the symbol `…` displays correctly in code-example blocks and in

After the changes to the `lang-none` styling in #41335, code snippets marked with

language="none" class="code-shell"
```
were being styled with the same foreground and background colours.
It turns out that most of these ought to be marked `language="sh"`
in which case the `code-shell` style became redundant and has been
removed.

The CLI now no longer installs `ts-node` since Protractor has been removed.

The `core-js` dependency is no longer included in `package.json` for
`cli`-type examples, but only for the `systemjs` ones. This commit
updates the `package.json` templates to reflect that (and also updates
the `npm-packages` guide accordingly).
