Public issue 53: the ads-meta cold-start contract only reached the
audit path.

- collect account, Pixel, and conversion cold-start dimensions before
  Meta budgets, forecasts, or creative benchmarks in ads-plan and
  ads-create
- ask for Pixel and conversion-signal history in the root intake
- add a routing regression test

Verified:
- tests/routing: passed, and the new test fails when the step is
  removed
