Adds amannn/action-semantic-pull-request workflow so squash-and-merge
commits always follow the Conventional Commits spec required by release-please.

release-please creates GitHub releases via GITHUB_TOKEN, which doesn't
fire the release:published event. Call publish.yml via workflow_call so
the OIDC token still references publish.yml (matching PyPI trusted
publisher config). workflow_dispatch kept for manual triggering.
