fix: add env field to config and disable PostHog in non-prod environments

Adds `env: Literal["prod", "dev", "test"]` to `AuthsomeConfig` (read from
`AUTHSOME_ENV`) so the runtime environment is a first-class config concern
shared across client and server.
Gates `analytics_enabled` on `env == "prod"` in `ServerConfig` so PostHog
is never initialised in dev or test — preventing the background consumer
thread from blocking pytest process exit and causing CI jobs to hang until
the 6-hour GitHub Actions timeout.
Test suite now sets `AUTHSOME_ENV=test` at module level and in the
`_disable_analytics` autouse fixture. The CI workflow also sets it as
defence-in-depth and adds `timeout-minutes: 10` so runaway jobs fail fast.

fix(ui): replace setState-in-effect with lazy useState initializers

Calling setActiveView/setConnectionFilter inside useEffect body triggered
the react-hooks/set-state-in-effect lint error. Initialise both states
directly from URL params via lazy useState initialisers so no effect is
needed, and remove the now-unused useEffect import.
Also scope Docker build to version tags only (release-please triggers),
and restrict Python Tests to push/PR against main.

- Replace monolithic test.yml with python-lint, python-test, and ui-lint
workflows, each with path-based conditional triggers
- Remove publish-rc.yml (RC deploy workflow)
- Remove .claude/commands/run-evals.md
- Fix stale actions/checkout@v6 references (non-existent version)
- Update README: remove local-first framing, provider counts, Telemetry
and Security sections, consolidate Docs links into Links section
